This meeting shows how collaboration among defense, academia and industry can generate high-impact dual solutions

On Friday, October 24, as part of the 8th Public Innovation Meeting, Innovapolinav, of the Chilean Navy’s Naval Polytechnic Academy, Know Hub Chile will hold the third Dual Hub Summit, which will bring together public, private and academic players to drive dual innovation, key to technological sovereignty, economic development and cooperation between defense and civil society.

According to Know Hub Chile, this time the event is being held in partnership with the Chilean Navy’s Technological Innovation Center (Cita) and Innovapolinav, consolidating a strategic meeting space that coordinates efforts among government, the Armed Forces, universities, research centers and the private sector.

Dual innovation, understood as the development of technologies of value to both defense and civil society, has gained relevance worldwide, and Chile is advancing strategically in this field, which is key to national development.

The National Strategy for Science, Technology, Knowledge and Innovation (CTCI), the National Defense Policy and the guidelines of the Corporación de Fomento de la Producción (Corfo), together with instruments such as the National Shipbuilding Plan and new funding laws, make it possible to link applied research with the country’s strategic and productive needs.

In this context, the Dual Hub Summit promotes technological and economic development and public well-being, connecting government, universities, the Armed Forces, companies and startups around a shared purpose. It also strengthens public-private cooperation, facilitates technology transfer and offers a unique space to learn about national and international experiences in dual innovation.

Speakers
From its first edition in Concepción, where more than 200 people took part in an unprecedented meeting that brought together academia, defense, industry and entrepreneurship, to the second edition in Santiago, which deepened public-private collaboration and ties with national policies, the Dual Hub Summit has built a track record as the country’s leading dual innovation event.

According to Javier Ramírez, executive director of Know Hub Chile, “the Dual Hub Summit has become a reference point for the dual innovation ecosystem in Chile. In this third edition, the partnership with the Chilean Navy, through Cita and Innovapolinav, reinforces the vision that innovation is not built in isolation: it requires collaboration among all the country’s strategic players.”

The event will feature Lars Frølund, an academic at the Massachusetts Institute of Technology (MIT), a board member of the European Innovation Council Fund (EIC Fund), Europe’s largest deep tech investment fund, and formerly a strategic advisor on Government and Policy at the NATO Innovation Fund (NIF). His talk will bring global perspectives on designing dual innovation ecosystems and on technology transfer applied to defense and economic development.

Arturo Ojeda Demaria, UXS Specialist at the Intelligence Surveillance & Reconnaissance Technology Development Unit of the United Nations Global Service Centre, will also take part.
Ojeda, a retired Chilean Navy commander with experience in the private sector and the United Nations in maritime security, crisis response and international cooperation, will offer a strategic view on protecting critical maritime environments and global collaboration in dual innovation.

Holding the Dual Hub Summit at Innovapolinav shows how collaboration among defense, academia and industry can generate high-impact solutions. “Chile is moving forward in activating strategic capabilities in defense, productivity and innovation, following a model that is already an international trend: linking science, technology and dual development,” Ramírez said.
