The future ITP will help create public goods that enable collaboration between the defense sector, the CTCI ecosystem and the productive sector
At the end of 2023, the Corporación de Fomento de la Producción (Corfo) selected Know Hub Chile to support the design and strategic creation plan of Chile’s Public Technological Institute (ITP) for Defense Innovation.
The main objective of this ITP will be to contribute to national defense by generating public goods that enable systematic collaboration between the defense sector, the science, technology, knowledge and innovation (CTCI) ecosystem and the productive sector.
The institute, under the umbrella of the Ministry of National Defense, will focus on carrying out, promoting and coordinating research, development and communication activities.
It will also carry out technology and innovation transfer; specialized technological and technical assistance; and technology dissemination and the generation of information to support public and private decision-making.
In this way, the ITP is expected to fulfill functions such as developing methodologies and systems that enable the development of science and technology with dual applications, by bringing together players from the CTCI ecosystem and defense; and transferring knowledge and technologies developed for defense that have potential dual applications.
It also seeks to create information platforms that make information on the capabilities and requirements of national defense available, while ensuring compliance with sensitive data management policies, and to foster and develop science and technology co-development processes between defense and players in the CTCI ecosystem.
Dual innovation
On January 16, the National Defense Committee of the Senate invited Know Hub Chile to present before the Senate as the winner of the Corfo-backed competition to support the design of the ITP for Defense Innovation. The session was also attended by the Undersecretary of National Defense, Ricardo Montero, and the head of the Technological Development and Industry Division of the Undersecretariat of National Defense,Yerko Benavides.
Know Hub Chile’s executive director, Javier Ramírez, notes that the design of the ITP for Defense Innovation project is aimed at fostering dual innovation, using defense as an engine for the country’s scientific, technological and industrial development.
“This is a project funded by Corfo and commissioned by the Ministry of National Defense, with the collaboration of the three branches of the Armed Forces and the Strategic Defense Companies and their subsidiaries, as well as numerous institutions from the national CTCI ecosystem,” he says.
Developing this institutional framework is a large-scale undertaking of great importance for the country. That is why Ramírez acknowledges that it is “the project with the greatest potential impact that I have worked on in my professional career.”
This new institutional framework could make a decisive contribution to systematic collaboration between defense and the national CTCI ecosystem and, in doing so, he argues, “help our country take a qualitative leap in key aspects of its development, such as significantly increasing the share of investment in R&D&I, making our productive base more sophisticated and diversified and, of course, contributing to our strategic independence.”
